Yeah, that probably makes sense. I suppose the version string isn't helpful in compiler macros.

Yes, but the version string might be otherwise useful, for example, for debugging messages, or to compare it with cpVersionString at runtime to see if the ruby extension shared library and the chipmunk shared library that get bound together when you use the extension are really compatible or not. I think e.g. SDL does something like that too.

Sure, I wouldn't take the version string away. Just complement it with the #defines.
