Trouble Installing Chipmunk

It is a .tgz file. I downloaded, lanuched the file, but it says it doesn't know what program to use.

What are the system requirements that I need to run it? What software do I need?

Are you on Windows? A .tgz file should be able to be read by just about any archive program. 7zip is high quality and free. You'll also need a compiler to build it such as MSVC, GCC or MinGW.

I am on windows. Is it a mac only program?

Well, Chipmunk is a programming library that has been used on everything from mobile devices like the DS or iPhone, Mac/Linux/Windows as well as Consoles like the Wii. I get the impression that you are not a developer, in which case Chipmunk is not going to be very useful to you.
